AC employees to receive CNA, year-end bonus

ANGELES CITY – Mayor Carmelo ‘Pogi’ Lazatin Jr. announced on Monday that employees of the city government will receive cash incentives in November and December.

During the flag raising ceremony, the Mayor reminisced how his late Father, Former Mayor and First District Rep. Carmelo ‘Tarzan’ Lazatin, gave importance and recognized the efforts of his co-workers.

“Kamukha ng aking ama, akin pong binibigyan ng halaga ang mga kawani natin dito sa City Hall. Kayo po akin pong masayang ibinabalita at inuutusan ang City HRMO at Local Finance Committee — City Budget, City Accounting, City Treasurer — na sa ilalim ng aking administrasyon ang bonus po ng mga empleyado ay dapat matanggap ng mga City Hall employees sa pinaka maagang petsa na itinakda ng batas,” he furthered.

According to the Department of Budget and Management (DBM), in the spirit of the upcoming Christmas season, government workers nationwide will receive their bonus on November 15.

The release of the year-end bonus is pursuant to Budget Circular No. 2016-4, which mandates that the said incentives be given not earlier than November 15 of the current year to qualified personnel satisfying the following conditions, such as those still in government service as of October 31 of the current year and with at least a total of four (4) months of service from January 1 to October 31 of the current year; or those who have retired or separated from government service before October 31 of the same year and have rendered at least a total or an aggregate of four (4) months of service from January 1 of the current year, shall be granted pro-rated year-end bonus and cash gift, within the month of retirement or separation.

Moreover, for the Collective Negotiation Agreement (CNA) bonus, qualified government employees may expect to receive a P3,000 cash incentive. The annual CNA incentive is a one-time benefit, and shall be granted not earlier than December 15.

Despite the fact that the budget he overtook last July was just little, the Mayor and his adviser IC Calaguas, made a way for employees’ benefits.

“Ako po, sa tulong ng aking Chief Adviser Director IC Calaguas, ay naghanap po kami ng pondo para sa CNA Bonus ng empleyado. Kami po ay nakakita ng pagkukunan ng savings. Kaya po sa December 15, 2019, makakatanggap po ng P3,000 CNA bonus ang ating kawani,” Mayor Lazatin said.

In accordance with Budget Circular No. 2018-5, the following civilian personnel occupying regular, contractual, or casual positions rendering services on full-time or part-time basis in national government agencies (NGAs), including SUCs, G000s, LWDs, and LGUs, whether or not covered by Republic Act (RA) No. 6758, S. 1989, shall be entitled to the CNA incentive.

Furthermore, the Employees’ Christmas Party will be scheduled on Dec. 13. Mayor Lazatin tasked Executive Asst. IV Reina Manuel to be the head of the working committee.

“I am now tasking my Executive Assistant IV, Reina Manuel, as head of the working committee. Akin pong pinapangako na ang Christmas Party natin this year ay kakaiba at siguradong masaya. Ito po ay munting handog ko sa inyong mga kawani sa inyong hindi matatawarang dedikasyon,” he added.
