ANGELES CITY – Mayor Carmelo ‘Pogi’ Lazatin, Jr. has ordered the Local Finance Committee to compute and release immediately the Special Risk Allowance (SRA) of city health workers directly involved in the COVID-19 management efforts of the city government.
“Kulang pa po ito sa lahat ng sakripisyong binubuhos ng ating mga health workers at front liners upang masiguro ang kalusugan ng mga Angeleños ngayong panahon ng pandemya,” Lazatin said. Lazatin cited that without the hard work, valor, and effort of the city’s health workers and front liners, he could not have done everything by himself.
“Kung wala po kayo, hindi ko kakayaning mag-isa ang mga dalang pagsubok ng pandemyang kinakaharap natin ngayon,” he added. According to Lazatin, the SRA also serves as assistance given by the city government to the families of the health workers and front liners who are continuously battling the COVID-19 pandemic.
In a memorandum released by Mayor Lazatin on August 13, “all forty-two workers at the COVID-19 facility at the Rafael Lazatin Memorial Medical Center (RLMMC); City Health Office (CHO) personnel assigned at the community quarantine center at the City College of Angeles (CCA); and Angeles City Disaster Risk Reduction and Management Office (ACDRRMO) personnel tasked to extract COVID-19 patients are entitled to receive the SRA.”
In accordance to Section 1, Administrative Order (AO) No. 28 by the Malacañang Palace, “Local Government Units (LGUs) are authorized to grant a one-time COVID-19 SRA equivalent to a maximum of 25% of monthly basic salary/pay to Public Health Workers (PHWs) who have great exposure to health-risk and physical hardships in the line of duty in light of the COVID-19 pandemic.”
However, the grant of the COVID-19 SRA shall be based on the number of days that PHWs physically report for work during the period of Enhanced Community Quarantine, beginning March 17, 2020.
For 3-7 working days, the percentage of incentive will be 25%; 8-12 days, 50%; 13-17 days, 75%; and 18 or more, 100%. The AO also states that “PHWs are civilian employees occupying regular, contractual, casual or part-time positions or workers engaged through Contract of Service (COS) or Job Order (JO).”
It can be recalled that Mayor Lazatin earmarked P10 million for the grant of SRA to city’s health workers
