ANGELES CITY- Third-termer city Councilor Edgardo Pamintuan Jr. will put forward a resolution to the Angeles City Council that will open the process for the regularization of casual employees of the local government.
“It is about time that we regularize the employees of the city government, especially those who have served our constituents for quite a long time,” Pamintuan Jr. said.
On the resolution, all casual personnel with at least two (2) years of service in the government are to be regularized.
This policy is a reaffirmation to President Rodrigo Duterte’s commitment to put an end to the unfair practice of labor contractualization in the Philippines.
“Endo” or end of contract scheme is a practice of some companies wherein contracts of workers are being routinely ended on the fifth month to avoid regularization of their employees.
“The policy should not only cover the private sector but as well as the government frontliners who have rendered service to the community,” Councilor Pamintuan added.
If approved, the regularization policy for city government personnel will be purposed by batch. Compensations are with provisions under the Department of Budget and Management (DBM).
For 2017, the Angeles City government has allotted 36.9% or P 588 million of the total city budget for Personal Services which includes salaries and benefits of local government employees.
DBM limits the amount of funds for personnel salaries up to only 45% of the total budget of any government institution including LGUs.
Based on the records of the City Human Resource Management Office (CHRMO), there are 381 casual and 21 contractual personnel currently employed by the city. Some of these employees have been serving the city for at least 5 years.
The city government of San Juan have already implemented the said policy this year.
