Office and Responsibility (Functions)


Formulate integrated economic, social, physical, and other development plans and policies for consideration of the local government development council.
Conduct continuing studies, researchers, and training programs necessary to evolve plans and programs for implementation.


Integrate and coordinate all sectoral plans and studies undertaken by the different functional groups or agencies.
Monitor & evaluate the implementation of the different development programs, projects, and activities in the LGU concerned in accordance with the approved development plan.
Prepare comprehensive plans and other development planning documents for the consideration of the LDC.
Analyze the income and expenditure pattern, and formulate and recommended fiscal plans and policies for consideration of the finance committee of the LGU concerned as provided under Title Five, Book II of Code.
Promote people participation in development planning within the LGU concerned.
Exercise supervision and control over the secretariat of the LDC.
Exercise such other powers and perform such other functions and duties as may be prescribed by law or ordinance.
Grants and denies, with or without conditions, applications for the granting of exceptions in accordance with the criteria provided in Article VII Section 3 of the Zoning Ordinance.
Grants and denies, with or without conditions, applications for the granting of variances in accordance with the criteria provided in Article VII Section 3 of the Zoning Ordinance.
Serves notice requiring the removal of any use in violation of the Zoning Ordinance upon the architect, building of land, or upon the architect, builder, contractor, or other persons who commit or assist in and such violation.
Grants and denies, with or without conditions, applications for Certificate of Zoning Compliance for Business and Building Permits.
Reviews and approves inspection schedules of Zoning Inspectors.
Requires business establishments to secure Certificates of Zoning Compliance for Business and Building Permits.
Takes up any other action as authorized by the Zoning Ordinance to ensure compliance with or prevent violations of its provisions.
Coordinates assistance on planning and zoning issues with the City Engineer, City Building Officials, etc.
Reviews development plans for local zoning requirements with other staff members.
Presents case facts and explain decisions of the Zoning Administrator’s Office before the Board of Appeals.
Develops recommendations regarding zoning amendments, zoning permit fee structures, zoning forms and may propose solutions to any problem encountered in administering the Zoning Ordinance. 
Coordinates the enforcement of the zoning ordinance with the enforcement of other related land use statutes and codes by active cooperation with other appropriate agencies.
